Standing in front of roughly 40 supporters, city leaders gave the order on Tuesday to lay down the first two streetcar tracks.
The milestone has been years in the making for the $133
million streetcar project — ever since City Council approved the streetcar plan in 2008 and the project broke ground in February 2012.
“This is another great day in our great city,” proclaimed Mayor Mark Mallory, a major proponent of the streetcar. “This is the project that will not stop.”
Political and financial hurdles snared the massive project in the past five years, but city officials say the construction phase is so far within budget and on time, putting it on track to open to the public on Sept. 15, 2016.
Until then, City Manager Milton Dohoney asked for patience as construction progresses.
But not everyone was happy with the milestone. Ex-Councilman John Cranley, a streetcar opponent who’s running for mayor against streetcar supporter Vice Mayor Roxanne Qualls, criticized the city for not delaying the project until a new mayor takes office in December.
“The streetcar has been a bad idea and a bad deal for the people of Cincinnati from the beginning,” Cranley said in a statement. “To lay track for a project that can’t be completed for three years right before an election that will serve as a referendum on the project is a slap in face to the voters.”
Cranley insists that he’ll cancel the project if he takes office, even though roughly half a mile of track will be laid out by then and, because of contractual obligations and federal money tied to the project, canceling the project at this point could cost millions more than completing it.
Multiple streetcar supporters at the event told CityBeat that Cranley’s demands are ridiculous. They say that delaying a project with contractual obligations and deadlines for two months because of a political campaign would cripple the city’s ability to take on future projects as weary contractors question the city’s commitments.
Streetcar supporters back the project as both another option for public transit and an economic development driver. Previous studies from consulting firm HDR and the University of Cincinnati found the Over-the-Rhine and downtown loop will produce a three-to-one return on investment.
Opponents say the project is too costly. They argue the project forced the city to raise property taxes and forgo other capital projects, such as the interchange at Interstate 75 and Martin Luther King Drive.
The project already went through two referendums in 2009 and 2011
in which voters effectively approved the streetcar.
Gov. John Kasich pulled $52 million in federal funds from the project in 2011 after he won the 2010 gubernatorial election against former Gov. Ted Strickland, whose administration allocated the money to the streetcar.
Earlier in 2013, City Council closed a $17.4 million budget gap after construction bids for the project came in higher than expected.
Despite the hurdles, city leaders remain committed to the project. They estimate the first section of the track — on Elm Street between 12th and Henry streets — will be finished in January 2014.

More than 3,000 Cincinnatians who already voted early will get new ballots in the mail after an Ohio Supreme Court decision forced the Hamilton County Board of Elections to change the ballot language for Issue 4, the tea party-backed city charter amendment that would semi-privatize Cincinnati’s pension system. Sally Krisel, deputy director of the Hamilton County Board of Elections, says the old ballots will at least count for every candidate and issue except Issue 4, but the 3,000-plus voters could have to refile their ballots to have their votes counted on the controversial pension issue. The board will make the final decision on whether to count the old votes for or against Issue 4 after it hears from state officials and reviews election law, Krisel says.
Supporters of a type of anti-union law infamously dubbed “right to work” say they’re gathering petitions to get the issue on the ballot in 2014. The anti-union proposal wouldn’t ban unions, but it would significantly weaken them by banning agreements between companies and unions that mandate union membership for employees and allow unions to collect dues and fees from nonunion members. The proposal first lost in Ohio in 1958, and it’s been a “flashpoint” for union politics ever since, according to The Columbus Dispatch.
Cranley says he’d pick a Democrat as his vice mayor if elected to office. The announcement came on the same day a group of Democratic ward chairs pressured him to announce he’d pick a Democrat as his vice mayor. It was previously rumored that Cranley would choose Independent Councilman Chris Smitherman over any of the Democrats on City Council. The news is the second time in a week Cranley attempted to rebuke the idea that he’s the conservative alternative to Qualls. Previously, Cranley told CityBeat he doesn’t want and would reject an endorsement from the Coalition Opposed to Additional Spending and Taxes (COAST), a conservative group with a history of anti-gay causes.
In a 3-1 vote, the Hamilton County Board of Elections decided to keep Randy Simes, the pro-streetcar founder of UrbanCincy.com, on the local voter rolls. Tea party groups contested Simes’ ability to vote in Cincinnati because he’s currently on assignment in South Korea and they believed he lived in Chicago when he voted in the Sept. 10 mayoral primary. But Simes says he intends to return to Cincinnati once he completes his assignment in South Korea, leading election officials to conclude that the case is similar to when Procter & Gamble or General Electric employees work abroad but retain their right to vote in Cincinnati. Simes’ supporters said the whole case reeked of politics; the tea party groups behind the charges oppose Qualls for mayor, who Simes openly supports.

By the time a new mayor and City Council candidates take office in December, the city will have laid out roughly half a mile of track and spent or contractually obligated at least $117 million for the streetcar project. The contractual obligations mean it could cost more to cancel the project than to finish it, which will cost the city an estimated total of $88 million after deducting $45 million in federal grants. The parking plan’s upfront payment has been reduced to $85 million, down from $92 million, and the city, as opposed to the Greater Cincinnati Port Authority, could be on the hook for $14 million to $15 million to build a garage at Seventh and Sycamore streets, according to an Oct. 9 memo from City Manager Milton Dohoney. The city manager claims the lump sum payment dropped as a result of rising interest rates and the Port Authority’s decision to relax parking meter hours outside Over-the-Rhine and the Cincinnati Business District. Gov. John Kasich is considering using an executive order to expand the state’s Medicaid program with federal funds. The executive order would expand eligibility for the government-run health insurance program so it includes anyone up to 138 percent of the federal poverty level, or nearly $15,900 in annual income for an individual. Kasich would then on Oct. 21 ask Ohio’s seven-member legislative-spending oversight panel to approve federal funds for the expansion. Kasich, a Republican, has aggressively pursued the Medicaid expansion, which the federal government promises under Obamacare to completely fund through 2016 then phase down and indefinitely hold its payments at 90 percent of the expansion’s total costs. But Republican legislators claim the federal government might not be able sustain the payments, even though the federal government has met its payments for the much larger overall Medicaid program since it was created in 1965.
At its final full session before the November election, City Council approved nearly $854,000 in tax credits for Pure Romance to bring the company to downtown Cincinnati for at least 20 years. Councilman Charlie Winburn, the lone Republican on council, was the only one to vote against the tax incentives. The city administration estimates the deal will lead to at least 126 new high-paying jobs in downtown Cincinnati over three years and nearly $2.6 million in net tax revenue over two decades. Gov. John Kasich’s administration was originally supposed to provide some tax incentives to the company, but it ultimately reneged after supposedly deciding that the company isn’t part of an industry the state typically supports. Critics say Kasich’s administration is just too “prudish” to support a company that includes sex toys in its product lineup.
The American Civil Liberties Union (ACLU) of Ohio yesterday announced it’s suing Ohio over anti-abortion restrictions passed in the 2014-2015 state budget. The ACLU claims the restrictions are unrelated to the budget and therefore violate the Ohio Constitution’s “single subject” rule, which requires each individual law keep to a single subject to avoid complexity and hidden language. CAF USA yesterday unveiled new renderings for Cincinnati’s $133 million streetcar project. The city has hired CAF to supply five cars, which will have four doors on each side and be capable of moving in both directions on a track. The cars are also completely low-floor, which should make boarding, disembarking and moving around the streetcar easier. John Deatrick, the streetcar project’s executive director, told CityBeat on Thursday that he’s been in regular contact with CAF USA since he joined the project in August, and he expects to really test out the cars once the Over-the-Rhine loop is completed in June 2015.
Hamilton County commissioners unanimously agreed the 2014 budget won’t include tax increases. It’s also the first budget in six years that won’t require major cuts. Democratic attorney general candidate David Pepper called on Ohio to restrict access of the state’s facial recognition system to a small group of a couple dozen specially trained law enforcement officers, which would take calls for the system 24/7. Under Republican Attorney General Mike DeWine, Ohio in June secretly launched a facial recognition program that allows law enforcement to use a photo to search state databases and connect suspects with contact information; previously, searching the databases required a name or address. In his defense, DeWine claimed the system is vital for law enforcement and widely used across the country. But an investigation from The Cincinnati Enquirer found Ohio’s system grants access to thousands more officials than other states’ systems.
The Hamilton County Board of Elections began a hearing yesterday on whether Randy Simes, owner of UrbanCincy.com, can vote in Cincinnati after living in Chicago and moving to South Korea. Simes registered to vote in the mayoral primary election through Travis Estell’s address, where Simes says he stays when he’s in town. Simes’ supporters say the conservative groups behind the hearing are attacking him for political purposes because he supports the streetcar project and Vice Mayor Roxanne Qualls for mayor, both of which the groups oppose. The attorney for the conservative groups said that he doesn’t want voting “treated as a game.” Some members of the board of elections said they were disturbed by the political undertones of the hearing and a request for emails between Simes and Estell.

The Cincinnati streetcar took another step forward on Monday when car builder CAF USA unveiled renderings for the $133 million project.
The city has hired CAF to supply five cars. The latest details show the cars will have four doors on each side and be capable of moving in both directions on a track. The cars are also completely low-floor, which should make boarding, disembarking and moving around the streetcar easier.
CAF, which is based in Spain, has supplied cars for a few other U.S. cities, including Pittsburgh, Houston and Sacramento, Calif.
John Deatrick, the streetcar project’s executive director, told CityBeat on Thursday that he’s been in regular contact with CAF USA since he joined the project in August.
Unlike most other streetcars around the world, the Cincinnati cars are particularly tuned to handle sharp turns, according to Deatrick. That’s because the city didn’t want to expand roads and knock down buildings just to accommodate the transit network.
Deatrick says the true test for the cars will come once they’re shipped and tested on a completed Over-the-Rhine loop in June 2015. The streetcar is set to open for use on Sept. 15, 2016.

Vice Mayor Roxanne Qualls, the Greater Cincinnati Port Authority and community partners yesterday unveiled the “Come Home Cincinnati” initiative, which promises to make vacant properties available to new occupants in an effort to increase homeownership and redevelop neighborhoods hit hardest by vacancy and abandonment. The initiative will work through the Hamilton County Land Bank, private lenders and community development corporations to connect potential homeowners with a pool of loan guarantees, which would pay for the home loans if a borrower defaulted. Qualls’ office says the plan will likely require tapping into the city’s Focus 52 fund, which finances neighborhood projects. If City Council passes the motion supporting the initiative, the city administration will have 60 days to come up with a budgeted plan, which Council will also have to approve.
A Democratic state legislator used Pure Romance’s troubles to criticize Ohio’s process for granting tax credits. State Rep. Chris Redfern, who sits on the legislature’s Controlling Board, repeatedly brought up Pure Romance when discussing tax credits for three companies supported by Gov. John Kasich’s administration. Redfern ultimately didn’t vote against the tax credits, but he only backed down after getting state officials to say the three companies were meeting all of the state’s priorities. Pure Romance originally planned to move its headquarters and 60 jobs from Loveland to downtown Cincinnati and create 60 jobs in the process. With the backing of Ohio Attorney General Mike DeWine, law enforcement around the state have been secretly using facial recognition software for the past two months that scans driver’s licenses and mug shots to identify crime suspects. In emails and documents obtained by The Cincinnati Enquirer, DeWine and other state officials apparently couldn’t agree whether the program is in beta testing or full launch and when they should tell the public about it. The program went live without the attorney general’s initial approval and many protocols that protect Ohioans’ security and privacy, raising concerns about whether law enforcement have been able to abuse the new tool.
The Greater Cincinnati Port Authority on Friday acknowledged it will ramp up enforcement and tickets once it takes over Cincinnati’s parking meters, lots and garages, but it claimed the move is meant to encourage people to pay up, not raise revenue that will make the parking lease more profitable for the Port or the private operators it’s hiring. The Port also said it had taken steps to make the parking lease a better deal for locals, including a reduction in operation hours in neighborhoods and some downtown areas. The city is leasing its parking assets to the Port for a one-time injection of revenue and annual installments that are supposed to go to development projects that will grow the city’s tax base. But opponents of the lease say it will take away too much control of the city’s parking services and hurt businesses and residents by raising parking rates and hours.
Vacant buildings at the corner of Henry and Race streets will be demolished today to make room for a maintenance facility for Cincinnati’s streetcars — just the latest sign the project is moving forward. Deatrick’s hiring announcement happened in April, but it was delayed while City Council fixed the project’s budget gap. Deatrick and his team previously won an award for their work at The Banks, and he says he will bring the same scrutiny and success to the streetcar project. A new project manager for The Banks is set to be hired in August. Local business leaders are calling on the city government to change its contracting policies to target minority- and women-owned businesses. Advocates argue the city’s inclusion rates have greatly dropped since Cincinnati did away with its inclusion program in the 1990s, but the city administration points out the rates are likely understated because women- and minority-owned businesses are no longer required to report themselves as minorities or women. In a letter to the city solicitor, a conservative organization is threatening more legal action to stop the city’s plans to lease its parking meters, lots and garages to the Greater Cincinnati Port Authority. The Coalition Opposed to Additional Spending and Taxes (COAST) claims the city manager exceeded his authority when he made two “significant and material” changes to the lease agreement after City Council approved the deal in March. If the city solicitor doesn’t take up the legal challenge, COAST could sue the city by itself. Supporters of the parking lease argue it’s necessary to fund development projects in the city and modernize the city’s parking services, but opponents say it gives up too much control over the city’s parking meters, lots and garages and will hurt businesses downtown.
The Business Courier reports that a critical parking memo was supposed to provide a “strike point” for negotiations between the Port Authority and Xerox, which will manage the city’s parking meters under a lease agreement. But the city administration didn’t begin sharing the June 20 memo with anyone else, including the Port Authority, until July 12, after council members and media outlets began asking the city administration about it. Public access media organization Media Bridges is shutting down following city and state funding cuts. The organization’s demise is a great loss to producers like Rufus Johnson, who used its resources for years. The city picked up Media Bridges’ funding after the state eliminated a fund that was provided by Time Warner Cable, but even the local funding was fully cut in the budget passed in May. The bids look to be politically tricky for Democratic streetcar supporters, who have pushed hard for a union-friendly contract. The turnkey scenario comes in just under the $47,088,828 the city has said it wants to spend over the first ten years of the streetcar at $46,972,813. The management scenario, however, comes in over that amount at $54,933,160. In the first year, the management contract exceeds the streetcar's $4.2 million budget by $500,000, while the turnkey proposal comes in about $160,000 under budget. The bids give numbers for a five-year contract plus an optional five-year extension.
Mayor John Cranley, who campaigned on opposition to the streetcar, has said he supports cutting frequency of service for the streetcar should it go over budget. However, he and other Democrats on Cincinnati City Council support the management bid because it would utilize unionized employees.
Some of the cost overruns in the management bid are attributable to benefits packages offered to union employees. However, employees under the management scenario wouldn't be eligible for state pensions. The ATU could unionize the turnkey bidder's selected employees after they are hired, however, though they still wouldn't get the state pensions.

Streetcar Project Executive John Deatrick also released numbers that show the project remains on budget and time.
But Deatrick warned council members of one potential hurdle: The originally contracted steel supplier took another job after City Council delayed the streetcar project for three weeks, which could force the city to delay construction of a maintenance facility for two months or hire a steel supplier outside the region.
City officials also said they are looking at potential funding avenues for the next phase of the streetcar project, which would establish a rail line from Findlay Market up the Vine Street hill. The goal, they said, is to clear up any misconceptions about what the next phase of the project would cost.
The latest federal budget allocated $600 million in TIGER grants and $2 billion in Federal Transit Administration New/Small Starts grants that could go to a future phase of the streetcar project.
City Council would need to approve the next phase of the streetcar project before it could move forward.
At first glance, it might seem like a rail line between downtown Cincinnati and the city of Milford would earn support from the same people who back the $132.8 million streetcar project, but streetcar supporters, including advocacy group Cincinnatians for Progress, say they oppose the idea and its execution.
Critics of the overall project, called the Eastern Corridor, recently pointed to a November study from HDR. Despite flowery language promising a maximized investment, HDR found seven of 10 stations on the $230-$322 million Oasis rail line would result in low economic development, five of 10 stations would provide low access to buses and bikes, and the intercity line would achieve only 3,440 daily riders by 2030.
HDR’s findings for the Oasis line stand in sharp contrast to its study of Cincinnati’s streetcar project. The firm found the streetcar line in Over-the-Rhine and downtown would generate major economic development and a 2.7-to-1 return on investment over 35 years.
Given the poor results for the Oasis line, streetcar
supporters say local officials should ditch the Oasis concept and
instead pursue the 2002 MetroMoves plan and an expansion of the
streetcar system through a piecemeal approach that would create a central transit spine through the region.
“To have (the Oasis line) be our first commuter rail piece in Cincinnati … just doesn’t make sense to me,” says Derek Bauman, co-chair of Cincinnatians for Progress.
MetroMoves spans across the entire city and region, with the rail line along I-71 from Cincinnati/Northern Kentucky International Airport to downtown Cincinnati to King’s Island fostering particularly high interest.
Voters rejected the MetroMoves plan and the sales tax hike it involved in 2002, but streetcar supporters say public opinion will shift once the streetcar becomes reality in Cincinnati.
“That’s been proven in other cities, especially ones that have not historically been transit-oriented,” Bauman says, pointing to Houston and Miami as examples of cities that built spines that are now being expanded.
Opposition to the Oasis line is also more deeply rooted in a general movement against the Eastern Corridor project. The unfunded billion-dollar project involves a few parts: relocating Ohio 32 through the East Side, the Oasis rail line and several road improvements from Cincinnati to Milford.
Supporters of the Eastern Corridor claim it would ease congestion, at least in the short term, and provide a cohesiveness in transportation options that’s severely lacking in the East Side.
Opponents argue the few benefits, some of which both sides agree are rooted in legitimate concerns, just aren’t worth the high costs and various risks tied to the project.
“When it comes to widening roads and highways, it’s kind of like loosening your belt at Thanksgiving. Somehow traffic always fills to fit,” Bauman says. “Highway expansion, especially in urban areas, is not the future. It’s not even the present in some areas.”
The big concern is that the relocation of Ohio 32 might do to the East Side and eastern Hamilton County what I-75 did to the West Side, which was partly obliterated and divided by the massive freeway.
“It hurts the cohesiveness of our communities when you create these big divides,” Bauman argues. “You would see that repeat itself.”

For Republican incumbents, the threat is all too real as groups from all sides — left, right and nonpartisan — find the state's economy is failing to live up to the "Ohio miracle" Kasich previously promised. Economists agree state officials often take too much credit for the state of the economy, but political scientists point out that, regardless of who is to blame, the economy is one of the top deciding factors in state elections. For Kasich and other incumbents, it creates a difficult situation: Their influence on the economy might be marginal, but it's all they have to secure re-election.
Despite promising to move on after he failed to permanently halt the $132.8 million streetcar project, Mayor John Cranley continues criticizing the streetcar in interviews and social media. In a Sunday appearance on Local 12, Cranley threatened to replace the Southwest Ohio Regional Transit Authority (SORTA) board, which manages local Metro bus services, in response to its offer to take up streetcar operating costs. The interview, held within weeks of Cranley mocking and arguing with pro-streetcar critics on social media, comes despite Cranley's promises to move on after City Council agreed to continue the project. willing to cannibalize bus service,” Cranley said,

Throughout the 24-minute
interview, Cranley referenced the
streetcar project when discussing the city’s parking meters and other subjects
— a continuation of repetitive anti-streetcar tactics Cranley
deployed on the campaign trail and in mayoral debates against former Vice Mayor

when asked about the project. “I think we would have been better off making the
hard decision to cut bait.”
Still, Cranley later added, “Obviously, since the supermajority of
council went against my wishes, I have to respect the process. So I’m not going
to try to sabotage the streetcar.”
The interview also
follows comments on social media. After the former head of the Cincinnati Art
Museum criticized the streetcar, Cranley tweeted on Dec. 27, “(N)ow some Orwellian commentators
will say art director not ‘progressive.’”
The continued anti-streetcar rhetoric comes despite promises to move on that Cranley made after Councilman Kevin Flynn announced he would provide the final vote needed to veto-proof City Council’s decision to continue the streetcar project.

Construction on the $132.8 million streetcar project
restarted yesterday, marking an end to the nearly two-month drama
brought on by Mayor John Cranley’s election and his threats of
cancellation. City Council paused the project for a little more than
three weeks to conduct an audit on its costs, but the legislative body
agreed to restart construction last week after receiving a signed
agreement from the Haile Foundation that the philanthropic group will
provide $9 million over 10 years to help pay for $3.13-$3.54 million in annual operating costs.
An automatic increase on Ohio’s minimum wage at the start of the new year will benefit 330,000 Ohioans, according to an analysis from the Economic Policy Institute (EPI). The higher wages should translate to a better economy for all Ohioans: EPI found the automatic increase will generate nearly $39 million in economic impact and 300 full-time jobs. Since a voter-approved measure in 2006, Ohio has been among several states who peg the minimum wage to increases in the cost of living.
More than 36,000 Ohioans will lose emergency unemployment benefits for the long-term unemployed tomorrow following a lack of congressional action, according to left-leaning think tank Policy Matters Ohio. After nearly two months of ups and downs, city leaders on Thursday announced Cincinnati will get a streetcar after all.
Speaking prior to a council vote, Mayor John Cranley and Councilman Kevin Flynn announced City Council has the six votes to overcome the mayor's veto and restart construction on the $132.8 million streetcar project.
Flynn was the final holdout in what some council members now call the "streetcar six." He was asking for a commitment from private contributors to cover the annual operating costs for the streetcar, which consulting firm KPMG estimated at $1.88-$2.44 million a year after fares and sponsorships.

makes a broader effort to get all the operating costs off the city's
books, he said.
"That is a huge commitment, folks," Flynn added.
Flynn also acknowledged that the streetcar could foster new revenues in the city's operating budget and actually allow the city to take on bigger responsibilities.
Previous studies from consulting firm HDR and the
University of Cincinnati found the streetcar project will generate a
2.7-to-1 return on investment over 35 years.
Flynn, a Charterite, joined Democrats David Mann, Chris Seelbach, Yvette Simpson, P.G. Sittenfeld and Wendell Young in support of restarting the project. Republicans Amy Murray and Charlie Winburn and Independent Christopher Smitherman voted against it.Still, Cranley said he will continue opposing the streetcar project. He repeatedly stated council is making the wrong decision.
"I'm disappointed in the outcome," said Cranley, who ran in opposition to the streetcar.
Flynn reiterated his respect for Cranley, despite effectively dealing a major blow to Cranley's agenda.
Cranley "helped me get elected to this position, and I take that trust seriously," Flynn said.
Others were glad the city can now take on different issues without getting mired down in a contentious streetcar debate.
"I am so glad that this issue is done and over with," said Vice Mayor Mann, who voted in favor of the project.
officially changed his stance on the project after KPMG's audit found
canceling the project could cost nearly as much as completing it.
The final decision came at a cost to Cincinnati: The two-week pause of the project, which allowed KPMG to conduct its review, added $1.7-$2.8 million in costs, according to KPMG's audit. The city also allocated $250,000 to pay KPMG for its work.
Once it's completed, the streetcar line will run as a 3.6-mile loop in Over-the-Rhine and downtown.
