During a brief recess, Councilwoman Yvette Simpson pulled Vice Mayor David Mann out of the council chambers to lobby him to support the motion and hold off on pausing the project.
Mann articulated misgivings with the absence of any written commitment for the private contributions. Given the lack of assurances, Mann voted to pause the project.

pausing the project for one month could cost $2.56-$3.56 million. The memo states the numbers are only estimates and the
true costs won't be fully known until a pause is actually carried out,
which means the final costs could shrink or grow.
Streetcar Project Executive John Deatrick previously put the cost of continuing construction for one month at $3 million, which means the pause costs could actually come in higher than simply continuing with the project.
Deatrick on Nov. 21 warned the costs of completely canceling the streetcar project could nearly reach the costs of completion after accounting for $32.8 million in estimated sunk costs through November, a potential range of $30.6-$47.6 million in close-out costs and up to $44.9 million in federal grant money that would be lost if the project were terminated.
But the five council members opposed to the project — Mann, Kevin Flynn, Christopher Smitherman, Amy Murray and Charlie Winburn — voiced distrust toward the estimates and called for further analysis.

The FTA already froze the grants pending a council decision to continue with construction.

Mayor Cranley and City Council agreed to delay a vote on Willie Carden’s nomination for city manager to give council members enough time to meet with the candidate one-on-one and “digest” ordinances for his nomination. About seven and a half hours into this debacle of American democracy — which included numerous procedural abnormalities including the mayor asking Council to discuss and vote on ordinances no one had read yet, an hours-long delay and a funding appropriation that leaves the cancellation vote safe from the pro-streetcar-threatened voter referendum (something Cranley railed against when the city administration kept the parking plan safe from referendum) — Councilman P.G. Sittenfeld livened things up with something everyone tired of the streetcar debate can agree is funny: undermining the mayor’s authority by asking fellow council members to overrule him.

Although his nomination to the city manager spot was initially met with praise, some are beginning to raise questions about Willie Carden’s refusal to live in Cincinnati and his history, including an ethics probe that found he was wrongfully taking pay from both the city and private Parks Foundation. One immediate concern for supporters of the project: Because the ordinances appropriate funds, they are not susceptible to referendum.

But Councilman Chris Seelbach, who also supports the streetcar, countered that the ballot initiative would not matter if the project is paused and the federal government decides to effectively kill the streetcar by taking back $44.9 million in federal grants that are funding one-third of the project’s costs.
The Federal Transit Administration on Monday stated the grant money is already frozen pending a council decision to advance the project.
Simpson questioned whether the ordinances allocated enough money to pause the project. Messer Construction, Prus Construction and Delta Railroad (MPD) estimate they’ll need $590,000 to suspend work for a month. The ordinance halting MPD’s contract allocates only $100,000.
On top of the $1.25 million — or $1.74 million, if MPD’s estimate is counted — allocated to pause the project, the suspension would also force the city to pay for unemployment insurance as construction companies lay off 200 workers involved in the project. Streetcar Project Executive John Deatrick estimates that will cost $419,000 if workers are kept unemployed for a month.
So the city could pay nearly $2.16 million to pause the project for a month. In comparison, Deatrick says one month of construction would cost the city $3 million.
The pause costs would also come from the contingency fund for the streetcar project, according to Deatrick. The $7.4 million contingency fund is already counted as part of the $132.8 million project, but it could go unspent if the project continues without complications.

The decision means Cincinnati can no longer tap into $44.9 million in federal grants until Mayor John Cranley and a majority of the newly sworn-in City Council, both of which have shown opposition to the streetcar project, agree to continue with ongoing construction.
“As per our telephone conversation, early last week, the Administrator decided to restrict further access to the Federal project funds until the FTA received an affirmative signal from the city’s newly elected officials that the city intends to proceed with the project on the agreed-upon schedule,” wrote Marisol Simon, FTA regional administrator in Chicago. “This measure was taken to protect the taxpayer funds not yet drawn down by the city from being subject to a potential debt collection action.”
The FTA’s decision shows Cranley and other streetcar opponents were in the wrong when they insisted they could lobby the federal government to reallocate the money to other projects, such as the interchange at Interstate 71 and Martin Luther King Drive.
But the consequence should come as little surprise to elected officials. In two letters to former Mayor Mark Mallory and a phone conference with City Council, federal officials warned the city they would pull the funding if the streetcar project were canceled.
The news comes on the same day City Council plans to vote to pause the streetcar project as the costs of cancellation are weighed against the costs of continuing.
It also comes two days after streetcar builder CAF USA warned the city of substantial costs that would be incurred if the streetcar project were canceled.

Councilman Smitherman told The Business Courier that he wasn’t aware his brother’s construction company, Jostin Construction, was involved with the streetcar project, but a 2009 press release from the local branch of the NAACP shows Smitherman acknowledging his brother’s ties to the project. Still, a Nov. 21 letter confirms that Jostin pulled out of the project. The connection is important because it presents a potential conflict of interest for Smitherman, a streetcar opponent who will likely act as one of the five necessary votes to pause and potentially cancel the project. It also raises questions about the validity of Smitherman’s anti-streetcar votes in the past few years.

The editorial was published the same day City Council put completing the project into law and Councilman P.G. Sittenfeld announced his decision to support the project’s completion, which Lopez pointed out leaves Council short of the six votes required for an emergency clause that would immediately halt the project without leaving it open to referendum. Without the emergency clause, streetcar supporters could gather the required signatures to put a 5-4 cancellation vote to referendum, which would force the city to continue working on the project until voters decide on it in November.
Mayor-elect Cranley will hold a vote to stop the project on Monday. With Sittenfeld set to vote against halting the project, Cranley will need either newly elected David Mann or Kevin Flynn to vote in favor of stopping it. Both are on the record as being against the project but have left room to consider the financial realities before making their final decisions.

Though you’ll be waiting a while if you try to catch one any time soon, riders now have an idea of exactly what times they’ll be able to catch the coming streetcar when it starts picking up passengers in September.
Cincinnati City Council’s Major Transportation and Regional Cooperation Committee approved operating hours presented by the Southwest Ohio Regional Transit Authority at its Jan. 5 meeting. That sets up full Council to approve those hours as soon as Jan. 6.
The streetcar will run Monday through Thursday from 6:30 a.m. until midnight and from 6:30 a.m. to 1 a.m. on Friday. On Saturday, the cars will run the 3.6-mile loop through Over-the-Rhine and downtown from 8 a.m. until 1 a.m. On Sundays and holidays, the transit vehicles will run from 9 a.m. to 11 p.m.
The cars will run every 12 minutes during peak operating hours, which SORTA suggests will be Monday through Friday 11 a.m. to 7 p.m. All other times, the cars will run every 15 minutes.
“We tried to build a schedule that would address a lot of concerns” raised at past City Council meetings and in public forums, says SORTA’s director of rail services Paul Grether. Those concerns mostly revolved around consistent start times for the vehicles, hours early enough for commuters to get to work and late operating hours to serve patrons of bars and restaurants in OTR and downtown.
Earlier suggestions for operating hours started later and ended earlier, except on weekends, when it would have run until 2 a.m.
Council members on the committee seemed satisfied with the schedule.
“We’ve had people downtown from the bars and nightlife places who have said how they’d like it to stay open late,” Transportation Committee Chair Amy Murray said at the Jan. 5 meeting. “And we’ve also talked to early-morning businesses to see what time the peak morning time is. I think this really sets it up. It seems like this really captures what people have been asking for.”
SORTA officials say seasonal schedules are possible, if necessary, and that data will be collected to track ridership trends. Three or four times a year, the transit agency will decide whether hours need to be adjusted. Major changes in the schedule would require public hearings, but unless those changes shift the amount of money being spent, no federal approval is needed.
“Our schedule really does depend on how the people of Cincinnati utilize the streetcar,” said Councilman Kevin Flynn, the surprise swing vote who allowed the streetcar to go forward during a dramatic showdown between council and Mayor John Cranley in 2013. “The beauty of the contracts are that there is that flexibility. Once we see what the ridership numbers are, these times can be adjusted within reason.”
One thing riders shouldn’t count on — catching a ride on the streetcar after closing down the bar. Bars’ 2 a.m. closing time was a concern brought up by some in public hearings, but late-night partiers will have to take a cab or use a ride sharing service.
“This is not, for lack of a better word, a drunk bus,” Councilwoman Yvette Simspon said.
The Southwest Ohio Regional Transit Authority today released the dollar amounts for the two lowest bids for the first ten years of streetcar operations. The names of the bidding companies were not released, per SORTA's assertion that it would compromise the competitive bidding process. You can read the bids here.
One bid, called the management scenario, would involve a management company using SORTA employees in the Amalgamated Transit Union to run the streetcar, while another, called the turnkey scenario, would let the management company hire its own employees.
The bids look to be politically tricky for Democratic streetcar supporters, who have pushed hard for a union-friendly contract. The turnkey scenario comes in just under the $47,088,828 the city has said it wants to spend over the first ten years of the streetcar at $46,972,813. The management scenario, however, comes in over that amount at $54,933,160. In the first year, the management contract exceeds the streetcar's $4.2 million budget by $500,000, while the turnkey proposal comes in about $160,000 under budget. The bids give numbers for a five-year contract plus an optional five-year extension.
Mayor John Cranley, who campaigned on opposition to the streetcar, has said he supports cutting frequency of service for the streetcar should it go over budget. However, he and other Democrats on Cincinnati City Council support the management bid because it would utilize unionized employees.
Some of the cost overruns in the management bid are attributable to benefits packages offered to union employees. However, employees under the management scenario wouldn't be eligible for state pensions. The ATU could unionize the turnkey bidder's selected employees after they are hired, however, though they still wouldn't get the state pensions.
Cincinnati City Council looks poised to vote on the two options next week.
An anti-gentrification organization says development in southern Over-the-Rhine and downtown is leaving out low- and middle-income residents. The People’s Coalition for Equality and Justice (TPCEJ) cautions it’s not against development, but it supports policies that would seek to help more people take advantage of the revitalization of Over-the-Rhine and downtown, such as more affordable housing, protections for renters’ rights, rent control and the formation of tenants’ unions. Riding the streetcar will cost $1.75 for two hours and $3.50 for 24 hours, according to a model unveiled Wednesday by Paul Grether, Metro’s rail manager.
The model also set streetcar operating hours at Sunday-Thursday 6 a.m.-10 p.m. and Friday-Saturday 6 a.m.-midnight.
Under the model, the streetcar should sustain 3,000 daily boardings, Grether said. But that estimate is very conservative and excludes special events, such as Reds and Bengals games, he cautioned.
Grether presented the projections during a presentation at City Council’s Major Transportation and Regional Cooperation Committee.
Streetcar Project Executive John Deatrick also released numbers that show the project remains on budget and time.
But Deatrick warned council members of one potential hurdle: The originally contracted steel supplier took another job after City Council delayed the streetcar project for three weeks, which could force the city to delay construction of a maintenance facility for two months or hire a steel supplier outside the region.
City officials also said they are looking at potential funding avenues for the next phase of the streetcar project, which would establish a rail line from Findlay Market up the Vine Street hill. The goal, they said, is to clear up any misconceptions about what the next phase of the project would cost.
The latest federal budget allocated $600 million in TIGER grants and $2 billion in Federal Transit Administration New/Small Starts grants that could go to a future phase of the streetcar project.
City Council would need to approve the next phase of the streetcar project before it could move forward.
At first glance, it might seem like a rail line between downtown Cincinnati and the city of Milford would earn support from the same people who back the $132.8 million streetcar project, but streetcar supporters, including advocacy group Cincinnatians for Progress, say they oppose the idea and its execution.
Critics of the overall project, called the Eastern Corridor, recently pointed to a November study from HDR. Despite flowery language promising a maximized investment, HDR found seven of 10 stations on the $230-$322 million Oasis rail line would result in low economic development, five of 10 stations would provide low access to buses and bikes, and the intercity line would achieve only 3,440 daily riders by 2030.
HDR’s findings for the Oasis line stand in sharp contrast to its study of Cincinnati’s streetcar project. The firm found the streetcar line in Over-the-Rhine and downtown would generate major economic development and a 2.7-to-1 return on investment over 35 years.
Given the poor results for the Oasis line, streetcar
supporters say local officials should ditch the Oasis concept and
instead pursue the 2002 MetroMoves plan and an expansion of the
streetcar system through a piecemeal approach that would create a central transit spine through the region.
“To have (the Oasis line) be our first commuter rail piece in Cincinnati … just doesn’t make sense to me,” says Derek Bauman, co-chair of Cincinnatians for Progress.
MetroMoves spans across the entire city and region, with the rail line along I-71 from Cincinnati/Northern Kentucky International Airport to downtown Cincinnati to King’s Island fostering particularly high interest.
Voters rejected the MetroMoves plan and the sales tax hike it involved in 2002, but streetcar supporters say public opinion will shift once the streetcar becomes reality in Cincinnati.
“That’s been proven in other cities, especially ones that have not historically been transit-oriented,” Bauman says, pointing to Houston and Miami as examples of cities that built spines that are now being expanded.
Opposition to the Oasis line is also more deeply rooted in a general movement against the Eastern Corridor project. The unfunded billion-dollar project involves a few parts: relocating Ohio 32 through the East Side, the Oasis rail line and several road improvements from Cincinnati to Milford.
Supporters of the Eastern Corridor claim it would ease congestion, at least in the short term, and provide a cohesiveness in transportation options that’s severely lacking in the East Side.
Opponents argue the few benefits, some of which both sides agree are rooted in legitimate concerns, just aren’t worth the high costs and various risks tied to the project.
“When it comes to widening roads and highways, it’s kind of like loosening your belt at Thanksgiving. Somehow traffic always fills to fit,” Bauman says. “Highway expansion, especially in urban areas, is not the future. It’s not even the present in some areas.”
The big concern is that the relocation of Ohio 32 might do to the East Side and eastern Hamilton County what I-75 did to the West Side, which was partly obliterated and divided by the massive freeway.
“It hurts the cohesiveness of our communities when you create these big divides,” Bauman argues. “You would see that repeat itself.”

For Republican incumbents, the threat is all too real as groups from all sides — left, right and nonpartisan — find the state's economy is failing to live up to the "Ohio miracle" Kasich previously promised. Economists agree state officials often take too much credit for the state of the economy, but political scientists point out that, regardless of who is to blame, the economy is one of the top deciding factors in state elections. For Kasich and other incumbents, it creates a difficult situation: Their influence on the economy might be marginal, but it's all they have to secure re-election.

willing to cannibalize bus service,” Cranley said,

interview, Cranley referenced the

Still, Cranley later added, “Obviously, since the supermajority of
council went against my wishes, I have to respect the process. So I’m not going
to try to sabotage the streetcar.”
The interview also
follows comments on social media. After the former head of the Cincinnati Art
Museum criticized the streetcar, Cranley tweeted on Dec. 27, “(N)ow some Orwellian commentators
will say art director not ‘progressive.’”
The continued anti-streetcar rhetoric comes despite promises to move on that Cranley made after Councilman Kevin Flynn announced he would provide the final vote needed to veto-proof City Council’s decision to continue the streetcar project.

Construction on the $132.8 million streetcar project
restarted yesterday, marking an end to the nearly two-month drama
brought on by Mayor John Cranley’s election and his threats of
cancellation. City Council paused the project for a little more than
three weeks to conduct an audit on its costs, but the legislative body
agreed to restart construction last week after receiving a signed
agreement from the Haile Foundation that the philanthropic group will
provide $9 million over 10 years to help pay for $3.13-$3.54 million in annual operating costs.
An automatic increase on Ohio’s minimum wage at the start of the new year will benefit 330,000 Ohioans, according to an analysis from the Economic Policy Institute (EPI). The higher wages should translate to a better economy for all Ohioans: EPI found the automatic increase will generate nearly $39 million in economic impact and 300 full-time jobs. Since a voter-approved measure in 2006, Ohio has been among several states who peg the minimum wage to increases in the cost of living.
More than 36,000 Ohioans will lose emergency unemployment benefits for the long-term unemployed tomorrow following a lack of congressional action, according to left-leaning think tank Policy Matters Ohio. The emergency benefits were passed by Congress at the start of the Great Recession to help those hit worse by the economic downturn, but Congress failed to extend the benefits before it recessed for the holidays despite lingering signs of a weakened economy. Without the extension, Ohioans can tap into just 26 weeks of state-provided jobless aid; federally funded emergency benefits give the unemployed another 37 weeks to find work before losing government assistance.

City Council yesterday decided Cincinnati will get a streetcar after all. After securing the six votes necessary to overturn a mayoral veto, Mayor John Cranley conceded that the $132.8 million streetcar project will restart following a two-week pause. It was a surprising journey for the project, which largely seemed like the underdog ever since the new mayor and council took office earlier in the month. In the end, the project gained its sixth vote from Councilman Kevin Flynn after the philanthropic Haile Foundation signed onto contributing $900,000 a year for 10 years to help underwrite part of the streetcar’s annual operating costs.
Advocacy group FreedomOhio yesterday announced it has enough signatures to place same-sex marriage on Ohio’s 2014 ballot. The group declined to tell Cleveland.com exactly how many signatures it had collected so far, but the organization says it’s aiming to collect 1 million before the July filing deadline. At the same time, FreedomOhio released a poll that found Ohioans are still split on the issue of same-sex marriage. But the poll also found that a good majority of Ohioans support FreedomOhio’s gay marriage legalization amendment, which provides exemptions for religious groups.
Gov. John Kasich yesterday signed a bipartisan Medicaid overhaul bill that seeks to control costs by establishing an oversight commission and a target for spending growth. The legislation also sets a focus on health care outcomes to ensure quality standards in the government-run program. Both parties pursued the bill to tamp down on health care costs that have been taking up more of the state’s budget in the past few years.
