The Great FOP Swindle

Once upon a time, there was a mockumentary made about the Punk band, the Sex Pistols. Filmed some 30 years ago, The Great Rock'n'Roll Swindle parodied the cliches of the music industry by charting the creation, rise and breakup of the group.

Now, the leader of Cincinnati's police union has formed a similarly titled group on Facebook, called Citizens Against Streetcar Swindle (CASS).

Metro Rejects Fact-finder's Report

Trustees who oversee Cincinnati's Metro bus system voted today to reject a state fact-finder's recommendations for a new labor contract.

The Southwest Ohio Regional Transit Authority (SORTA) said the fact-finder's recommendations were too expensive and vague. The agency's contract with its 676 bus drivers, maintenance and support employees expired Monday.

Cops Making Deployment Changes

With a current budget proposal pending before Cincinnati City Council calling for laying off up to 112 police officers, police supervisors are working on a new plan for responding to calls for service.

The plan, dubbed the Police Differential Response Program, is an attempt to reduce the number of calls for service that the department responds to on a daily basis. Under the plan, police won’t send a patrol car for certain types of calls.

Candidates On: How to Budget for Public Safety

As CityBeat did in the 2007 and 2009 election cycles, we’ve once again sent a questionnaire to the non-incumbent Cincinnati City Council candidates to get their reactions on a broad range of issues.

Nine of the 14 non-incumbents chose to answer our questions. Others either didn’t respond or couldn’t meet the deadline.

During the next few weeks, we will print the responses from the non-incumbents to a different topic each time.

Today’s question is, “The Police and Fire departments constitute 69 percent of the city's General Fund spending. Do you believe this amount can be lessened without affecting public safety?”

COAST Threatens to Block $11M for Streetcar

Group threatens referendum of Blue Ash Airport resale

The Coalition Opposed to Additional Spending and Taxes (COAST) has threatened to block a move that would allow Cincinnati to use $37.5 million from the 2007 sale of the Blue Ash Airport for projects other than aviation, $11 million of which would go to the Cincinnati streetcar.

The Blue Ash City Council voted Thursday to re-do the sale of 130 acres at the Blue Ash Airport to the City of Cincinnati.  COAST says it wants to put the matter before voters in a 2013 referendum, which would halt the sale and re-instate the original agreement made in 2007 when Cincinnati made the sale.

The two cities decided to re-work the $37.5 million sale because a federal rule requires proceeds from the sale of an operating airport to be used for other aviation projects. The money would be returned, airport shut down and then the property re-sold to Blue Ash for the original amount.

“When they originally sold it they were stupid, which is typical of the City of Cincinnati, and did not realize that the proceeds on the sale of the airport have to go to other aviation-type things,” says COAST Chairman Tom Brinkman. “Now that they want to get the streetcar, they want to crack that money.”

Brinkman openly admits he doesn’t want the money to go to the streetcar (“We’re doing everything we can to make sure that boondoggle doesn’t occur”) but says COAST is working with a group of local pilots who want money from the sale to go to Cincinnati’s Lunken Airport.

Blue Ash is confident that the ordinance they passed approving the re-sale isn’t subject to referendum.

“Blue Ash believes everything enacted was lawful and would survive any challenge,” says City Solicitor Brian Pachenco. He declined to discuss specifics

The city wants the airport land to build a park.

Pachenco said the ordinance wasn’t written specifically to exempt it from referendum attempts, but nevertheless it falls under a section of the city’s charter that makes voters unable to recall it.

COAST isn’t so sure.

Chris Finney, legal counsel for COAST, said the buying and selling of land under the Blue Ash charter is subject to referendum. He said the ordinance was written to avoid using that language, but what was happening was in reality a sale.

For its part, Cincinnati doesn’t seem too concerned with the threatened referendum.

“We’re not going to talk 'what ifs' at this point,” city spokeswoman Meg Olberding said. “The streetcar has had two previous referendums that have been shot down.”

She pointed out that only $11 million of the sale was going toward the streetcar, and the remaining money would be available for other projects.

Cincinnati City Councilman Chris Seelbach was also unconcerned.

“COAST and groups like COAST have tried to put up every obstacle possible to prevent the streetcar from happening and we have overcome all of them,” Seelbach said. “I am 100 percent positive if this comes to a vote we will overcome it again and the streetcar will be built.”

Navy Constructing $450 Million Ship Named for John Glenn

Ohio native was first American to orbit earth, flew 149 combat missions in WWII and Korea

The Glenn is under construction in San Diego, where a keel-laying ceremony signifying the initial step in construction was held earlier this week. When it enters the fleet, which is expected in 2015, the vessel will be 837 feet long and displace 80,000 tons when loaded. Navy officials say they can use it for both warfighting and humanitarian missions. The ship was in the Pentagon budget before the current debate over the fiscal cliff and defense spending cuts got under way. Meanwhile, NASA is no longer able to put astronauts in orbit because funding for manned flights ended when the space shuttles were grounded.

John Glenn was a Marine pilot who became one of NASA’s seven original Mercury astronauts. He was friendly with John F. Kennedy, who recruited him to become a politician. During his years in the Senate, he was among Ohio’s most popular elected officials. Glenn ran for president in 1984 but didn’t make it out of the primaries. He was a flop as a national candidate.

Navy officials say they plan to build three ships similar to the USNS John Glenn, which are designed as giant sea-going supply and troop platforms. They can carry three hovercraft for amphibious operations. The Navy calls the ships Mobile Landing Platforms and says the design is based on the huge commercial supertankers that carry crude oil from Alaska.

Glenn is in his nineties and attended the keel-laying ceremony.  He is active and campaigned last fall for President Barack Obama’s reelection.

Goodbye, Summertime Fun

With all the last-minute deal-making and back and forth among Cincinnati officials, some residents remain confused about details of the city's operating budget for this year. At least, that's the impression CityBeat gets based on its feedback.

Among the most asked-about items is exactly which city-owned swimming pools are affected by budget cuts to help reduce Cincinnati's $54.7 million deficit. In all, 19 of its 33 pools won't open next summer.

Report: Ubiquity of Healthy Food Directly Tied to Obesity Rates

Rural areas could benefit from improved corner stores

A report conducted by researchers at East Carolina University in North Carolina, released today by the Centers for Disease Control and Prevention (CDC), sheds some interesting light on patterns in the availability of healthy food in different geographic regions and concludes that amping up corner stores that traditionally peddle junk food could be key in improving public health and national obesity rates.

The study focused heavily on the availability of healthy foods such as fresh produce in corner stores across the state in urban, suburban and rural areas. The findings suggest that there are higher rates of obesity in rural areas of the United States than in urban or suburban areas, speculating that because rural residents tend to live farther from supermarkets, they may rely more on junk food from corner stores (like gas stations) or fast food. Where rural areas did have healthy food available, it tended to be of lower quality than other more populated areas.

People aren’t averse to healthy foods, according to the study. When researchers surveyed shoppers and management at rural corner stores, they found a dichotomy in the perception of demand for healthy foods between the two groups. Store managers said they’d be interested in stocking healthy foods, but didn’t think there was a high enough demand to do so; shoppers told researchers they’d be likely to buy produce at a corner store and attributed the lack of fresh fruits and vegetables in their diets to the lack of accessibility at the stores they frequented.

Obesity as a result of poor access to healthy food is not just a rural phenomenon, however. Some urban neighborhoods, particularly those that are low-income, also suffer from alarmingly high obesity rates. Avondale, which is considered a “food desert” by the U.S. Department of Agriculture, has long been dealing with a severe obesity problem, according to Avondale Community Council President Patricia Milton. CityBeat reported on Cincinnati’s efforts to eliminate food deserts and improve selections at corner stores here.

Obesity is a detrimental public health problem that costs the U.S. approximately $190 billion per year in health care expenses, according to a report from the Harvard School of Public Health. It’s directly associated with harmful health conditions such as diabetes, heart disease, some cancers and overall reductions in life spans.

According to the Harvard researchers, if obesity trends continue, obesity-related medical costs could rise by up to $66 billion by 2030.

University of Cincinnati professor Michael Widener told CityBeat in June about his research to analyze the way a number of different economic and social factors play into eating habits in different geographical regions, which could eventually help paint a better picture of how to establish strong and healthy networks of groceries and possibly improve obesity rates and public health.

The Center for Closing the Health Gap (CCHG), a local nonprofit working toward health equality, is currently working on identifying grocery stores which may be eligible to receive incentivizing funds from the Cincinnati Fresh Food Retail Financing Fund, which could bring grocery stores to underserved neighborhoods such as Avondale.

CCHG is also working on the pilot phases of its Healthy Corner Store Initiative, which could provide corner store owners with the education and technical assistance to start selling more healthful foods.

Driehaus Plans Budget Meeting

Fresh from a successful effort at stopping a budget amendment to block the replacement of a deteriorating Cincinnati bridge, State Rep. Denise Driehaus (D-31st District) will hold a town hall meeting to discuss the Ohio budget with constituents.

Driehaus marshaled forces in the Ohio House this week after she noticed an amendment that affected the $66.5 million project had quietly been added to the state budget bill by State Rep. Bob Peterson (R-85thDistrict).
