Voters First Ohio is not letting Republicans get away with any dishonesty on Issue 2. In a complaint filed to the Ohio Elections Commission yesterday, the pro-redistricting reform group claimed a recent mailer from Republicans contained three incorrect statements.
“In an effort to affect the outcome of the election and defeat State Issue 2, Republicans have knowingly, or with reckless disregard of the truth, made false statements in printed campaign material disseminated to registered voters,” the complaint said.
If approved by voters in November, Issue 2 will place the responsibility of redistricting in the hands of an independent citizens commission. Currently, politicians handle the process, which they use to redraw district boundaries in politically advantageous ways in a process known as “gerrymandering.” Ohio’s First Congressional District, which includes Cincinnati, was redrawn by the Republican-controlled process to include Warren County, which contains more rural voters that tend to vote Republican, and less of Cincinnati, which contains more urban voters that tend to vote Democrat.
The Voters First complaint outlines three allegedly false statements made by the Republican mailer. The first claim is “Some of the members will be chosen in secret.” As the complaint points out, this is false. The redistricting amendment on the November ballot will require nine of twelve members to be chosen in public, and then those nine members will pick the three final members. All of this has to be done in the public eye, according to the amendment: “All meetings of the Commission shall be open to the public.”
The second disputed claim is that the amendment will provide a “blank check to spend our money” for the commission. The Ohio Supreme Court ruled against that claim on Sept. 12 when it ruled against Secretary of State Jon Husted’s proposed ballot language for Issue 2: “The actual text of the proposed amendment does not state that the redistricting amendment would have — as the ballot board’s language indicates — a blank check for all funds as determined by the commission.”
The mailer also claims that, in the redistricting amendment, “There’s no process for removing these bureaucrats, even if they commit a felony.” But the amendment says commissioners must be electors, and when an elector is convicted of a felony, that status is lost. The complaint says commissioners can also be removed “by a judge under a petition process that applies to public officials generally for exercising power not authorized by law, refusing or neglecting to perform a duty imposed by law, gross neglect of duty, gross immorality, drunkenness, misfeasance, nonfeasance, or malfeasance.”
The Ohio Elections Commission will take up the complaint Thursday morning. The full complaint can be read here.
Matthew Henderson, spokesperson for the Ohio Republican Party, called the complaint a "distraction”: “It’s a cheap shot. It’s up to the Ohio Elections Commission, and they’ll likely throw it out. It’s essentially a distraction from the real issues. The bottom line is that Issue 2 is going to create a panel of unelected, unaccountable bureaucrats, and they’ll have influence over our elections.”
He added, “Ohio voters will be able to decide for themselves this fall whether they want to pay for these commissioners or not.”
When pressed about whether or not the Ohio Republican Party is sticking to the claims found in the mailer, he said that’s up to the Ohio Elections Commission to decide.
It is true the independent citizens commission created by Voters First is unelected, but that’s the entire point. The current problem with the system, as argued by Voters First, is elected officials are too vested in reelection to place the district boundary needs of the public above electoral needs. That’s why districts like Ohio’s First Congressional District are redrawn in a way that includes Cincinnati and Warren County — two regions that are vastly different.

Ohio, like every other state, has “issues.” When it comes to the political kind we’ve had more controversial elections than most in the recent past. On the other end of the spectrum – how we’re like everyone else – the “new economy” is supposed to be here any minute and it’s all green.
The partnership will aid small businesses and startups through crowd funding, which connects multiple potential lenders so no single investor, including the city government, is carrying the a bulk of the burden. Since crowd funding gets more investors involved, it can also raise more money for promising startups and small businesses.
Businesses will be picked through SoMoLend’s typical application process, which emphasizes startups and small businesses. Successful applicants usually have 15 or fewer employees, meet a few standards regarding business and personal finances and prove they actually need a commercial loan. In the past, businesses have raised as much as $1 million in loans with SoMoLend.
Applicants will also have to go through the city’s application process. The city government will look at how many jobs are created, what’s the capital investment involved, how much the city will give relative to private lenders and other similar metrics.
Even as the economy recovers, small businesses and startups are having a tough time getting loans in comparison to bigger businesses. So the focus on small businesses and startups is in part to bring beneficial fairness to the system, says Meg Olberding, city spokesperson. “Access to capital at all levels has to happen. And the city government feels like small businesses are key to growth in our local economy.”
The partnership’s focus on startups is economically sound. Governments and politicians love to herald small businesses as the drivers of economic growth, but studies suggest startups are more deserving of the praise. A paper from the National Bureau of Economic Research found that young small businesses, or startups, are the key drivers to economic and job growth.
As for why SoMoLend was picked over other platforms, Olberding says location and history played a role: “It’s a local small business, so it’s … demonstrating what we’re talking about. It’s also a demonstrated success in terms of bringing viable businesses to the market.”
The partnership is part of an ongoing effort to spur small businesses and startups in Cincinnati. SBAC was created in 2012 to pave a clearer, better path that encourages such businesses in the city. SBAC reviewed, gave feedback and approved the new partnership earlier today.
Councilwoman Yvette Simpson, head of SBAC, praised the partnership in a statement: “I am excited that the SBAC approved the city’s new partnership with SoMoLend today. By making city lending more efficient and expanding the network of small businesses receiving city assistance, this new partnership fits well into the SBAC’s goal of making Cincinnati a better place for small business.”
By no measure can The Wall Street Journal be mistaken for a liberal newspaper, so the findings of its latest poll should greatly disturb Republicans.
A poll released late last week, done in conjunction with NBC News, found that most Americans support collective bargaining rights for workers, want to end the Bush-era tax cuts for the wealthy and impose a surtax on people making more than $1 million annually, and believe economic growth is a higher priority for government than deficit reduction.
Although many voters in Southwest Ohio probably would disagree with its findings, a new poll indicates most Americans would have no problem with a president who is openly gay.
The U.S. Bureau of Labor Statistics today released a disappointing job report. Unemployment fell to 8.1 percent in August, and 96,000 jobs were added nationwide. But economists were expecting about 150,000 jobs, and the unemployment rate fell largely due to people giving up on the job hunt, which means they are no longer counted in the labor pool.
One of the reasons for disappointment is the drop in public jobs. People are quick to look at the private sector when these kind of numbers come up, but the public sector employs people, too. And the public sector lost 10,000 jobs at state and local levels, according to today’s jobs report.
That follows the trend of the past few years. The public sector has been doing poorly since the Great Recession started, according to this chart from the Center on Budget and Policy Priorities:

The chart shows state and local payrolls since the beginning of the recession. It proves quite clearly that governments have been making cuts to public jobs.
Ohio has not avoided government job cuts. The Ohio Department of Job and Family Services reported July’s unemployment rate at 7.2 percent, which was unchanged from June’s unemployment rate. The biggest loss in jobs for the month came from government, which lost 5,300 jobs statewide. In comparison to July 2011, July 2012 had 4,400 fewer government jobs.
Instinctively, it makes some sense. As the recession kicks in and families and businesses are forced to budget for lower expectations, it might seem natural to expect the government to do the same.
However, many economists argue it should be the opposite. They say the government should be used to balance out the private sector. In other words, when the private sector is performing poorly — recession — the government should step in to make up for the drop. When the private sector is performing well — boom — the government can relax and run budget surpluses.
Paul Krugman, a Nobel-winning economist, has advocated for this approach time and time again. In his New York Times column and blog, Krugman has pushed for more stimulus efforts from the federal government, and he called for a much larger stimulus package than the $787 billion package President Barack Obama signed into law in 2009.
The data seems to support economists calling for more action. Last month, the Brookings Institute conducted a study that found June’s national unemployment rate would be at 7.1 percent if governments hadn’t made cuts.
What this means is if governments truly want to fix the economic crisis, they might want to kick the debt can down the road. But considering many cities and states have constitutional amendments requiring balanced budgets, that might be hard to pull off.

“I guess I really actually feel we shouldn’t contort the voting process to accommodate the urban — read African-American — voter-turnout machine,” Doug Preisse, chairman of the Franklin County Republican Party, told The Columbus Dispatch in an email over the weekend. The admission to outright racism came at the height of a controversy regarding weekend voting in Montgomery County. Ohio Secretary of State Jon Husted is trying to enforce uniform in-person early voting hours with no weekend voting across the state to avoid any discrepancies that caused a previous controversy, but county Democrats in Dayton wanted to have weekend voting anyway. When county Democrats refused to back down in a Board of Elections meeting, Husted, the state official who is supposed to empower voters as much as possible, suspended them from the Board. The move sparked criticism from state Democrats, which eventually led to Preisse’s admission to playing racial politics.

Former Ohio Superintendent of Public Instruction Stan Heffner had to leave after an investigation found he had been misusing state resources and encouraging legislation that benefited an employer.

Republican senatorial candidate Todd Akin of Missouri told KTVI-TV, “First of all, from what I understand from doctors [pregnancy from rape] is really rare. Cincinnati City Council on Friday approved a budget that relies on parking privatization as a means to plug a $34 million budget deficit while also raising property taxes in 2014.
Mayor Mark Mallory opened up the council meeting with a moment of silent prayer for the 27 students and adults killed at an elementary school in Connecticut.
“I want us all to take a moment and put into perspective what we’re doing today,” he said.
Council voted to increase the property tax by about 24 percent, from 4.6 mills (a mill is equal to one-tenth of a cent) to 5.71 mills. That means Cincinnatians would pay an additional $34 for every $100,000 of their home’s value.
The vote reverses a move made last year by conservatives on council, who reduced property taxes.
Council also passed a budget that relies on $21 million from a proposed lease of the city’s parking facilities — a deal that is expected to be voted on in March. Of the proposals submitted to the city so far, Cincinnati stands to gain $100 million to $150 million in an upfront payment and a share of the profits over the 30-year lease.
“My concern about balancing this budget with a onetime revenue source by selling our parking system seems to be ill advised,” said Independent Councilman Chris Smitherman. “We don’t know how council will vote in March … but we have tied not only the budget to this one time revenue source, but we have also tied reciprocity.”
Council nixed a plan to eliminate tax reciprocity for people who lived in Cincinnati but worked elsewhere and paid income tax in both cities.
Though the budget doesn’t mention parking privatization, council hasn’t mentioned other options to close the budget deficit.
If opponents of parking privatization want to keep facilities under city control, they would have to come up with $21 million in revenue elsewhere or make $21 million in cuts.
Councilman P.G. Sittenfeld suggested using casino revenue, cutting travel expenses, downsizing the ratio of managers to workers, sharing services with nearby jurisdictions and downsizing the city’s fleet as ways to cut down the budget.
Councilwoman Laure Quinlivan, long an advocate of downsizing the police and fire departments, voted against the property tax increase in protest of what she said was bloated spending on departments that were outpacing population growth.
The budget also requires Cincinnati to accept police and fire recruit classes in 2014, regardless of whether the city gets a federal grant to fund the classes.
The budget also restores the Cincinnati Police Department’s mounted patrol, which patrols downtown on horseback. The city will use $105,000 from off-duty detail fees from businesses that hire off-duty officers. Council also voted to start charging those businesses an extra $1.64 on top of the off-duty pay.
Council also voted to shift $50,000 for repairs and upgrades to the Contemporary Arts Center to pay for maintenance and beautification at Washington Park, which is operated by 3CDC.
