Comments: From outside, this beautiful turn-of-the-century Victorian home appears to be in mint condition. But the house has a long list of housing code violations, according to the city of Cincinnati Department of Building and Inspections. Guard rails need to be replaced, as do firewalls in the basement. Smoke detectors and plaster walls have been damaged by leaks.

There are also separate orders regarding yard trash and rubbish.

"Around Christmas, inspector Terry James went out to survey the property and noticed the plumbing was so bad he had to order a woman and her children to vacate the property," says Ed Cunningham, building supervisor.

On Dec. 24, Cunningham sent a notice to the owners to appear at a March 4 hearing to determine whether legal action should be taken for failure to comply with repair orders. Cunningham says the owners didn't attend the hearing. The owners list their mailing address as 1080 Nimitzview Drive, Suite 100. But that address belongs to First Place Bank, which has used it for more than 15 years. A representative of the bank says Management Plus LTD has never occupied the address. Other attempts to locate the owners were unsuccessful.
