Comments: This steadily decaying building at the intersection of Spring Grove Avenue and Cooper Street is a little more than a block from lower Hamilton Avenue, home to a neighborhood business district that's at least holding its own.
From the outside, the whole place seems to be rusting, crumbling or peeling. There's even peeling paint on the boards over the windows and doors. The roof looks as though it might need some work, and a couple of windows are broken.
In late August the Cincinnati Department of Buildings and Inspections notified Hulgin of six code violations at 3925 Spring Grove and ordered him to repair the chimney, gutters and downspouts, exterior masonry and other parts of the building.
There's no record of a response from Hulgin in the city file; attempts to reach him by phone and mail were unsuccessful.
Hulgin also owns two nearby buildings on Spring Grove, including a bar/restaurant he apparently renovated around 1997. He bought 3925 Spring Grove in 1999 for $4,000 cash, according to the Hamilton County Auditor's Office.
