It's VIEWPOINT time, again. The 31st Annual Regional Juried Art Competition lists its raison d'être as "to support and encourage artists." In keeping with that purpose, it will be juried by Cynthia Kelly-Overall, whose fine realism was the subject of a recent solo show at the Patricia Weiner Gallery. Size limit for entries is 60-by-48 inches for two-dimensional work, and 36-by-36-by-60 inches for sculpture. There are 18 awards for art, plus a $1,000 merchandise award from Wilson Art Stores as a door prize. Slide submission deadline is Sept. 30. Aid to individual artists awards program, visual arts and crafts categories, the SUMMERFAIR grants program, is designed to help finance artists in producing new works. That can be stretched a bit, according to the guidelines issued with the application, to include research, installation, materials and even increased working time to plan a new work. On one of those lazy days of summer, drop in to visit ARTWORKS '99 under the distinctive butterfly tents on Martin Drive in Eden Park. It's where young art lives, and artists who can't wait to show you what they did today ... and yesterday. This a city project specializing in showing teen-agers how to market the skills they love. They are sure to amaze. Open 9 a.m. to 1:30 p.m. Monday-Friday through Aug. 12.

And an easy drive to see the new exhibit hall at Lexington's Central Library could conceivably yield more than just fine paintings by WOLFGANG RITSCHEL. Like all of Ritschel's shows, From Kentucky to California promises to be bright and beautiful, but the airy space where it is installed may be a possible site for shows by other area artists.
